Consumer Protection

Consumer Protection wing of CAG is one of the most dynamic sections which interacts with the public on a daily basis through handling of consumer complaints. This wing focuses mainly on protection of the 8 consumer rights declared by Consumer International (CI) which are:

1) Right to Satisfaction of basic needs: To have access to basic essential goods and services including adequate food, clothing, shelter, healthcare, education and sanitation.
2) Right to Safety: To be protected against products, processes and services that are hazardous to health or life.
3) Right to Information: To be given facts needed to make informed choice and to be protected against misleading advertisements and labelling.
4) Right to Choice: To be able to select from a range of products and services offered at competitive prices with an assurance of quality.
5) Right to Representation: To have consumer interests represented in the development of products and services and in the making and execution of government  policy.
6) Right to Redressal: To receive a fair settlement of just claims, including compensation for substandard goods or unsatisfactory services.
7) Right to Consumer Education: To acquire knowledge and skills needed to make informed choices about goods and services while being aware of basic consumer rights and responsibilities.
8) Right to a Healthy Environment: To live in an environment which is safe to the well being of the present and future generations.

The power of citizens in forcing governments and the private sector to sit up and take action cannot be ignored or brushed aside. It is with this belief that CAG has developed into a strong and committed demand side institution, grounded in critical policy analysis and research. The specific activities as part of research include analysing policy initiatives of both government and private sector in the context of their impacts on citizens, studies focussed on gauging and enhancing public thought and opinion and engaging in research and discussion on contemporary issues of importance. CAG’s ability to analyse issues with objectivity and impartiality has led to its recognition as a holistic research group. Some of CAG’s studies have assisted in the development of citizen-friendly policy prescriptions in local and global fora.

Campaign with regard to consumer protection issues has been on CAG’s agenda since inception. Every campaign that CAG has undertaken in the past has been backed strongly by research and has followed a certain methodology- inform, empower and implement.

Inform: CAG conducts consumer education programmes in schools and colleges and brings out publications in a whole range of issues to inform the citizen-consumer.

Empower: CAG believes in empowerment by creating awareness and debate amongst people, for this, CAG conducts seminars, meetings, exhibitions, in some cases competition to empower the citizen-consumer.

Implement: After empowering people with sufficient information, it is imperative that we guide in translating that into action. CAG’s campaigns at this stage aim at creating change and in making that sustainable which is done through capacity building programmes.

Some of CAG’s successful interventions have been:

1) CAG has handled over 7000 consumer complaints on a wide range of issues.
2) An investigative report was carried out on the blood banks in Government Hospitals and private clinics in Chennai in 1992, resulting in stringent remedial measures taken by the Government.
3) Assisting in setting of service delivery standards in telecom, cable and electricity sectors in India.
4) Campaign to close down school canteens that serve junk food. To this end we conducted a study on the effectiveness of school feeding programmes and the extent of corporate influence in school canteens.
5) Successfully advocated for right of the public broadcaster to telecast events of national interest free of charge.
