Good Governance

Making good governance a reality has been CAG’s mission which is largely done by demanding transparency and accountability and by promoting participatory decision making. To achieve this CAG interacts with the Government and provides inputs for better governance. CAG firmly believes in a bottom-up approach for decision making especially with regard to planning processes the Government undertakes, and this requires involving stakeholders to achieve a participatory decision making process.

Through the good governance programme CAG addresses various issues such as urban planning with regard to developmental activities in urban areas, safeguarding open spaces and public spaces, traffic regulation, trade related issues, citizen’s charters etc. To achieve good governance processes CAG uses the Right to Information which is an effective tool providing the citizen-consumer with essential information. The governance programme has also invested quality time in capacity building of the stakeholders apart from campaigns and researches.

CAG serves as a member in many Government Committees, some of the Committees CAG is part of are:

Tamil Nadu State Consumer Protection Council, Government of Tamil Nadu.
District Consumer Protection Council, Government of Tamil Nadu.
State Advisory Committee on Medical Waste, Government of Tamil Nadu.
Steering Committee on Eco Mark, Government of India.

CAG has been part of:

Working Group on Amendments to the Consumer Protection Act, Government of India
Core Group on Consumer Advocacy, Telecom Regulatory Authority of India (TRAI)
State Advisory Committee, Tamil Nadu Electricity Regulatory Commission (TNERC)

Given below are some of CAG’s successful interventions:

CAG is engaged in a project to study the critical aspects of transparency, accountability, participation and capacity within the electricity sector in TamilNadu. The study is part of the larger Electricity Governance Toolkit Application Project, which is being carried out by World Resources Institute, Prayas Energy Group and the National Institute of Public Finance and Policy.
CAG, FEDCOT (Federation of Consumer Organisations in Tamil Nadu) and Transparency-International (Tamil Nadu) are carrying out a project aimed at studying issues of equity in collection and distribution of drinking water in Chennai from the perspective of the community. The study will attempt to collect peoples perceptions on the problems as well as solutions.
CAG has begun documenting its various efforts made in enhancing citizens’ access to information by both strengthening the duty of the government to disclose and by seeking stronger implementation of the Tamil Nadu Right to Information Act, 1997.
CAG has also begun documenting its efforts made in increasing citizens’ participation in governance – in urban planning, in delivery of services, in the regulatory reform process etc. CAG recently shared its experiences in participatory urban planning in Chennai at a meeting organised by the citizen’s movement Janaagraha in Bangalore.
