Local Electricity Forum 4 | Tripura | November 2024

Citizen consumer and civic Action Group (CAG) in association with the Consumer Protection Association (CPA) is working on a project “Accelerating Clean Energy Transition By Improving Stakeholder Participation For Electricity Governance In India” in Chattisgarh. Under this project, the  4th local electricity forum meeting was conducted on November 07, 2024 at Jagriti Sanskriti Chakraborty, Agartala. A total of 29 participants from rural households, small traders and agricultural consumers participated.

Mr. Amrit Lal Saha, President of the Consumer Protection Association (CPA), provided a brief introduction to the project. He noted that the CPA has been actively promoting awareness among consumers about electricity-related issues. Additionally, he mentioned that the Local Electricity Forum meeting aims to empower consumers by addressing their grievances collectively and enhancing their understanding of various aspects of electricity.

Mr. Siddhartha Bangali, the Manager of TSECL (Tripura State Electricity Corporation Limited), provided an in-depth explanation of the company’s ongoing efforts to achieve 100% electrification throughout the state of Tripura. In his presentation, he outlined the strategic initiatives and challenges faced in reaching this goal, emphasizing the importance of expanding electricity access to all residents. Furthermore, he detailed the workings of the prepaid metering system that TSECL has implemented in a few districts in Agartala. He explained that this system allows consumers to pay for their electricity in advance, which promotes responsible usage. He highlighted the advantages of the prepaid system, including increased consumer awareness about their energy usage and the reduction of outstanding bills, thus contributing to a more efficient and sustainable energy distribution network in the state.

Mr. Chakraborthy, a domestic consumer raised his grievances about the continuous power shutdowns in the capital city of Agartala during the night. Mr. Siddhartha Bangali, Manager, TSECL answered by giving participants the toll free number 1912 which operates 24*7 to register electricity grievances. As soon as the complaint is registered, the consumer receives an acknowledgement and based on the nature of the grievance, action will be taken promptly.

At the conclusion of the meeting, Mr. Amrit Lal Saha, President of the CPA, emphasized the importance of addressing the various concerns raised by participants regarding electricity service issues. He proposed the formation of an informal committee consisting of five individuals. This committee would be tasked with collecting complaints from residents in their designated areas. Once they had gathered sufficient information, the committee would represent these concerns to the Tripura State Electricity Corporation Limited (TSECL), advocating for necessary resolutions on behalf of the community.
