ECC Outreach Meeting Report August 2019

Electricity Consumer Cells (ECCs) have conducted outreach meetings in the month of August in Tiruninravur (Tiruvallur), Govt. Arts College, Viruthachalam (Cuddalore), Perumalpuram (Tirunelveli), Sakthi Nagar Annex (Salem), Inam Kariyanthal and  Devanampattu (Tiruvannamalai), Milagu Parai & Ariyampatti (Tiruchirappalli), Thakkolam and Sayanapuram (Vellore).

Mr.Shanmugam, Advisor, ECC-Tirunelveli explained the purpose of conducting outreach meetings in different areas of the district. Residential consumers, residential welfare associations, small scale handloom industry workers, college students attended the meeting.

 Mr. Velusami, Advisor, ECC-Trichy, explained the types of complaints registered in ECCs and described the process of solving the complaints by the ECCs. He explained the roles and responsibilities of TANGEDCO officials and their hierarchy, with the help of the poster designed by CAG. For example, if a consumer applies to get a new agriculture connection, he should submit the application to the Executive Engineer who is responsible for approving the application. On a regular basis, consumers often contact the lineman, meet the assessor while taking the meter reading, and meet the Assistant Engineer for submitting the application. 

Mr.Damodaran, Assistant Engineer, TANGEDCO interacted with the participants on the area-level problems and provided solutions to participants’ complaints. People will complain about their queries on frequent power fluctuation, power shut down, meter problem. 

Mr. Praveen, NIRT Renewable Energy Private Ltd., explained the various sources of power generation available in Tamil Nadu. He gave a comparison between non-renewable sources vs renewable sources with simple examples. He explained the benefit of installing a rooftop solar for domestic and commercial consumers, especially those who are paying bi-monthly bills above 1000 units. 

At the end of the session, few participants registered complaints on  the following: 

1) Mr.X from Tiruninravur registered a complaint about a damaged pole next to his house. Mr. Ashokan, Advisor, ECC-Tiruvallur inspected the pole after the outreach meeting and explained the process to the consumer. The consumer should write a complaint to the local body, after receiving the complaint the local body will direct the complaint to  TANGEDCO for replacement of the damaged pole.2) Mr.Shanmugam, Advisor, ECC-Tirunelveli advised Mr.Y the steps of name transfer for his connection, he informed the consumer to submit the valid documents - white meter card, legal heir certificate, aadhar card along with the application to the Assistant Engineer, Perumalpuram.3) Mr.Z, from Devenampattu, registered a billing-related complaint with Mr. Anandan, Advisor, ECC-Tiruvannamalai. He advised the consumer to file a complaint with the Assistant Engineer, Northampoondy requesting for the reason for overcharging.

Electricity Consumer Cells (ECCs) have conducted outreach meetings in the month of September at Vepampet and Sekkadu (Tiruvallur), Panchayat Office, Bhuvanagiri (Cuddalore), Kavitha Nagar, V.M.Chatram (Tirunelveli), Maniyanoor and Yercaud (Salem), Vaniyanthangal and Madalambadi (Tiruvannamalai), Kamanayakkanpalayam and Kurichi (Tiruchirappalli), Aathur (Vellore).

Mr. Jeyaraman, Advisor, ECC-Salem, explained the aim of conducting the outreach programme to the participants, which included municipality workers, few small shopkeepers, farmers, and domestic consumers.

Mr. Shanmugam, Advisor, ECC-Tirunelveli, described the functions of ECC and ECC’s collaboration with TANGEDCO  in solving complaints and their extended support in addressing the high value complaints by the Executive Engineers. He also mentioned that the majority of the complaints are solved over a telephonic conversation. 

R. Natarajan, Junior Engineer, Rural East, Tiruvannamalai, started his speech by saying that ECCs are bridging the gap between consumers and TANGEDCO in an effective manner. At the end of the session, the participants clarified their doubts;  few complaints were solved in the outreach meeting itself. On being asked why TANGEDCO had installed electronic meters in rural areas, he replied that this was to calculate the electricity consumption precisely. 

Mr. S. Loganathan, Trichy's Electronics, demonstrated the benefits of using solar energy and the process of installing the rooftop solar. During the session, few participants asked questions about the quality of the panels, manufacturers, warranty, and related questions.

At the end of the session, few participants registered their complaints on the following: 

1) Mr.X, small shop-keeper from Trichy registered a complaint that the transformer near his shop often sparks during the night. Mr.Velusami, Advisor, ECC-Trichy advised the complainant to draft a written letter to the Assistant Engineer.  2) Mr.Y, a domestic consumer from Cuddalore had registered a complaint about the delay in getting a new connection. Mr. Radhakrishnan, Advisor, ECC-Cuddalore, advised the consumer to submit a copy of documents, letter and application form to TANGEDCO and send a photocopy of the complaint to ECC Cuddalore.  

3)  Ms.Z, from Tiruvallur, complained about the damaged pole which is near to her house. Mr. Ashokan, Advisor, ECC Tiruvallur inspected the damaged pole and instructed the complainant to register it through the TANGEDCO’ Whatsapp number.

Electricity Consumer Cells (ECCs) conducted outreach meetings in the month of February at Sri Saradha College (Tirunelveli district), Ennore Park (Tiruvallur district), and Pichainanthal Village (Tiruvannamalai district). The objective of the meeting was to educate consumers on energy governance, electricity rights and to create awareness about ECCs. 


 

Mr.V.Ashokan, Advisor, ECC-Tiruvallur gave an introduction about the objectives and functions of ECC. He explained the ECC’s relationship with Tamilnadu Generation and Distribution Corporation Ltd. (TANGEDCO) officials in resolving consumer problems. ECCs liaison with the TANGEDCO officials to address grievances. 


 

Mr. JeyaKumar, Researcher, Citizen consumer and civic Action Group, gave a detailed explanation on the energy-efficient practices that can be followed at the household level. He also explained the benefits of solar energy and installing rooftop solar. 

 

Mr. Anandan, ECC Advisor, Tiruvannamalai, clarified questions raised by the participants on meter related problems, billing-related problems, agriculture pump sets. He concluded the meeting with a vote of thanks.

Electricity Consumer Cells (ECCs) conducted outreach meetings in March at Vadakarumbalore (Tiruvannamalai district), Thimmanikipatti (Salem district), Pudur (Tiruvallur district). The objective of the meeting was to educate consumers on energy governance, rights of consumers in the electricity sector and to create awareness on ECCs.


 

Mr.Anandan, ECC Advisor, Tiruvannamalai, described the functions of ECC to the participants. He explained the type of complaints registered in the ECCs i.e. its nature and the steps taken by the ECC advisor to solve the complaints. 


 

Mr.Muthusamy, ECC Advisor, Salem, led an interactive session by explaining the process of electricity generation in simple terms to the participants. He further focused on the importance of electricity in our day-to-day life and gave some tips on energy efficiency such as changing the incandescent bulbs and compact fluorescent lamps into LED bulbs, using BEE star labeled products, etc.


 

Mr.Ashokan, ECC Advisor, Tiruvallur, clarified the questions raised by the participants on government subsidy for solar energy, additional security deposits charged once in six months and the procedure for applying for net metering. Mr.Dhanraj, ECC Co-ordinator, Tiruvallur, concluded the session with a vote of thanks.

Electricity Consumer Cells (ECCs) have conducted outreach meetings in the month of April at Arugankulam, Thalaiyuthu Village (Tirunelveli), Hasthampatti village (Salem), Oragadam village (Tiruvallur), Kalasapakkam Village (Tiruvallur), Nathaveli Village (Cuddalore). The objective of the meeting was to educate consumers on energy governance, rights of consumers in the electricity sector and to create awareness on ECCs.


 

Mr.Shanmugam, ECC Advisor, Tirunelveli, explained in detail the functions of the ECCs, types of complaints registered with the ECCs, and its problem-solving mechanisms. He further informed the participants about the grievance day conducted by the Superintending Engineer once in a month in each division of the circle, where consumers participate and register their complaints.


 

Mr.Prabhakar, NIRT Solar Developer Solutions, gave a presentation on solar power for households. He explained about the benefits of off-grid and on-grid systems of rooftop solar. He highlighted the benefits of using the net-metering facility for rooftop solar systems.

Mr.Ashokan, ECC Advisor, Tiruvallur, talked about the need for energy conservation and the importance of electrical safety measures at the household level. He gave a detailed explanation of how Tamilnadu Electricity Generation and Distribution Company (TANGEDCO) generates, transmits and distributes electricity to households. Mr.Anandan,ECC Advisor, Tiruvannamalai, concluded the session with a vote of thanks.

Electricity Consumer Cells (ECCs) have conducted outreach meetings in the month of May at Yethapur (Salem), Katampoondi and Anandal villages (Tiruvannamalai), Pettavaithalai and Muthanpatty villages (Tiruchirappalli), Nandimangalam village (Cuddalore), Karaikalavakkam (Tiruvallur), Nemili town (Vellore), Palayapettai Village (Tirunelveli). 


Mr.Anandan, ECC Advisor, Tiruvannamalai, spoke about the functions of the electricity sector and shared a few examples of electricity problems faced by the people. The objective of the meeting was to educate and create awareness among consumers on ECC functions, energy governance, and solar energy.

Mr.Pachaiyappan, ECC Advisor, Vellore, explained that the Electricity Consumer Cell is a free advisory service on electricity related issues, he explained his role and responsibilities as an ECC Advisor. Further, he listed the common electricity problems in Vellore district and how TANGEDCO officials have helped in solving it. He also encouraged the participants to contact the ECC for further clarifications and suggestions.   



Mr. Prakash, ECC Coordinator, Tiruchirappalli, collected complaints registered during the outreach meetings and concluded the session with a vote of thanks.

Electricity Consumer cells (ECCs) have conducted outreach meetings in the month of June at Jennys Educational Trust & Valapadi Village (Salem), Valivagai Village & Vedanthavadi Village (Tiruvannamalai), Sholingur & Periya Vaaraikam Village (Vellore), Thumbalam village & Chinna Karupur (Tiruchirappalli), Arani (Tiruvallur), Annamalai Nagar (Cuddalore), Thalaiyathu Village (Tirunelveli).


Ms.Kumari, Director, National level Educational and Social Service Trust, Vellore gave an introduction about the objectives and functions of ECC. As a consumer, she registered a written complaint with ECC Vellore on a damaged pole near her house. ECC Advisor has submitted the complaint letter to Assistant Engineer at Arakonam regarding the damaged pole and a new pole was restored in a week’s time.


Mr. Karthigeyan, Assistant Engineer, Valapadi, Salem, participated in an outreach meeting and shared his views with the participants. On a daily basis, he receives one or two phone calls from ECC Salem on frequent power cuts, damaged poles, billing-related problems, Karthigeyan said. He appreciated CAG’s efforts in establishing the ECCs.


Mr. Balaji M.K, Researcher, Citizen consumer and Civic Action Group, gave a brief explanation on solar energy - panels, net meter, conversion of solar energy into electrical energy and subsidies. He further explained types of installations such as rooftop solar for domestic and commercial consumers and agricultural pumpsets for agriculture consumers. He informed the consumers about the list of solar installers mentioned in the Tamil Nadu Energy Development Authority website. Mr.Radhakrishnan, ECC Advisor, Cuddalore, concluded the session with a vote of thanks.

Electricity Consumer Cell (ECC) Outreach Meeting Update - Cuddalore

ECC Cuddalore conducted outreach meetings in Meethikudi on August 29, 2018, and Katumannarkudi on September 12, 2018. The purpose of the meetings was to promote and create awareness about the ECC and providing support with consumer complaints. The outreach meeting was organized by Mr.Ambikapathi, ECC Coordinator, and Mr. Balasubramaniam, ECC Advisor. Mr.Ambikapathi explained the objective of the outreach meeting, and described the functions and role of the ECC to the participants.

Mr.Balasubramaniam described the importance of conducting outreach meetings at the village level. He further clarified the questions raised by the participants on the security deposit collected by TANGEDCO. The security deposit charges are calculated based on units consumed in a year.  He also explained the advantages of using energy-efficient products like LED bulbs and tube lights, which will reduce the units consumed.

Electricity Consumer Cell (ECC) Outreach Meeting Update - Salem

ECC Salem conducted outreach meetings at Sankar Nagar on August 27, 2018, Kondalampati on September 9, 2018, and Somampatti on October 15, 2018. The objective of the meetings was to create awareness about ECC, educate consumers about electricity rights and energy governance. The meeting was organized by Mr.Prabhakar, ECC Coordinator and Mr.Muthuswamy, ECC Advisor.

Mr.G.N.Bharath Ram, Researcher, CAG, briefed the participants about the objectives and functions of ECC, also explained the roles of the ECC coordinator and ECC Advisor in resolving consumer complaints. He described in detail the categories of complaints registered. ECC also helps the complainants in drafting letters to the TANGEDCO along with submission of appropriate documents. In addition to it, ECC Salem also files a complaint with the concerned official along with a copy of the complainant's letter.

Mr.Muthusamy, ECC Advisor,  clarified all the questions raised by the participants on power quality for example low voltage and frequent power interruption. He asked the consumers to submit complaint letters to the concerned officials instead of filing complaints to the lower level field staff such as linesmen etc. He further explained the importance of energy conservation and also the advantages of using LED  bulbs and tube lights, which will create an impact on the consumption pattern.
